A single national rate card for Iraq is a fiction.

Baghdad is dense enough to run two carriers in parallel. The south is cities separated by long roads. The Kurdistan Region has its own carriers and language of service.

Orchestration beats ownership.

So we allocate volume weekly by zone and live performance, and can move a governorate to another carrier within a week when needed.
